India Emerges as a Hub for Ethical and Inclusive AI at Landmark Global Summit

The India AI Impact Summit 2026, the first major global AI gathering hosted in the Global South, has drawn unprecedented participation, including over 20 Heads of State, 60 Ministers and Vice Ministers, and more than 500 global AI leaders. Bringing together policymakers, technology companies, innovators, academia, and industry stakeholders, the Summit aims to transform global AI dialogue into actionable development outcomes aligned with the IndiaAI Mission and the Digital India initiative.

At Bharat Mandapam in New Delhi, Prime Minister Narendra Modi inaugurated the India AI Impact Summit 2026, (16-21 February) marking a landmark moment in India’s digital journey. Addressing heads of state, global tech CEOs, and multilateral leaders, Modi emphasized India’s resolve to make artificial intelligence human-centric, inclusive, and trusted, guided by the theme “For the welfare of all, for the happiness of all.” The Prime Minister stressed AI’s potential to drive growth, improve governance, and bridge the global digital divide. He also pointed out that the regulations must share rules and international cooperation on safety, ethics, and democratized access to AI resources.

The India–AI Impact Summit 2026 aims to advance an impact-oriented and people-centric approach to Artificial Intelligence, with emphasis on delivering measurable social and economic outcomes. The Summit is anchored on three foundational pillars, known as ‘Sutras’—a Sanskrit term meaning guiding principles or essential threads that weave together wisdom and action. These Sutras define how AI can be harnessed through multilateral cooperation for collective benefit.

The Summit has cast India as a platform for inclusive and ethical AI in a collective setting with a clear push towards values based on “People, Planet and Progress.” The India AI Impact Summit 2026 delivered focused, outcome-oriented results aligned with national priorities. The Summit aimed to advance practical AI deployment, policy coherence, and institutional coordination to ensure effective implementation across government and industry, strengthening governance and regulatory frameworks, assessing regional preparedness for AI-led industrial growth, and accelerating skill development and workforce transition. The Summit also sought to expand awareness of AI applications and foster sustained partnerships among government, academia, startups, and industry to promote responsible, inclusive, and innovation-driven growth of the AI ecosystem.

Leading Transformative Horticulture and Urban Green Development in Andhra Pradesh

Vepuri Shadrak Dharmaja serves as Joint Director in charge of Urban Greenery and Forest Wing at Amaravati Development Corporation Limited, Amaravati. With a career in the Department of Horticulture, Government of Andhra Pradesh since 1990, he has dedicated more than three decades to advancing horticulture and improving the livelihoods of farmers across the state.

Driven by his passion for horticulture and farmer welfare, he made the significant decision to leave a Central Government position to join the State Government, enabling him to directly implement innovative programs that promote crop diversification and higher farm incomes. Throughout his career, he has consistently encouraged farmers to transition from low income traditional crops to high value horticulture crops through modern and sustainable agricultural practices.

One of his most notable achievements was introducing tissue culture banana cultivation in tribal areas of Kadapa district. This intervention resulted in a threefold increase in tribal farmers’ incomes, dramatically transforming their socio economic conditions.

His first posting was in Palamaner in Chittoor district, a region with unique climatic advantages. Recognizing its potential, he promoted dry land horticulture crops such as mango. Today, the area has emerged as a prominent mango hub supplying produce to major food processing industries. During 2009 and 2010, banana exports from Andhra Pradesh to Middle East countries commenced for the first time, marking a significant milestone.

As Project Director, he led Chittoor district to achieve first rank in drip irrigation implementation in terms of area coverage. Among the top ten mango producing districts in the country, six were from Chittoor district. He also promoted orchid cultivation under greenhouse conditions in Krishna district through an integrated model. Under his guidance, 25 lakh grafted vegetable seedlings with drought and disease resistance were produced and distributed to farmers.

Beyond rural initiatives, he has promoted terrace gardening in Telangana and Andhra Pradesh and is currently spearheading green development projects in Amaravati. His work includes avenue plantations, central medians, water body beautification, biodiversity parks, and public recreation parks, contributing significantly to sustainable urban development and environmental enhancement.

A postgraduate in Commerce and a qualified Cost and Management Accountant, Shri Patnaik brings extensive expertise across Finance and Accounts, Treasury Management, Project and Infrastructure Finance, Contract Management, Taxation, Corporate Governance, and enterprise level financial strategy. Prior to assuming charge at Gliders India Limited in April 2025, he served as Chief General Manager Finance at NLC India Limited, a Navratna CPSE. His professional journey includes key leadership roles at NLC India Limited, THDC India Limited, and Jindal Steel and Power Limited, where he contributed significantly at both corporate headquarters and major project locations.

Earlier in his career, he spearheaded treasury transformation initiatives by introducing market based instruments, executed large scale refinancing and optimized cost of capital through strategic debt structuring, and led ERP implementation including Fixed Assets and Banking modules at THDC India Limited.

At NLC India, he introduced ESG reporting in the financial year 2021 to 2022 ahead of regulatory mandates and played a pivotal role in the company’s strategic expansion into renewable energy through detailed financial feasibility and viability assessments. His introduction of Sales Bill Discounting significantly reduced receivables from approximately nine thousand crore rupees to four thousand five hundred crore rupees. He also contributed to strategic contract modifications that enabled liquidity infusion and timely completion of renewable energy projects, supporting MSME vendors.

Beyond financial restructuring, Shri Patnaik has championed employee centric initiatives. At Gliders India Limited, he introduced a competitive Corporate Salary Package without imposing additional cost on the company or employees. At NLC India, he was instrumental in migrating pension funds to the National Pension System without withdrawal charges, ensuring long term financial security for employees.

His leadership has been recognized through multiple accolades, including the NLC Excel Award in 2022 for Treasury and Working Capital Optimization. He received management appreciation for refinancing over twelve thousand five hundred crore rupees and reducing financing costs by three percent per annum, as well as recognition for reducing non fund based financing charges resulting in annual savings of over two crore rupees. He was also acknowledged for ensuring smooth migration to Corporate NPS with waiver of withdrawal charges.

Beyond corporate responsibilities, Shri Patnaik has demonstrated strong social commitment. He volunteered during the Kedarnath floods in 2013, served on the Standing Committee for Emergency Procurements during the COVID nineteen pandemic, and contributed as Honorary Treasurer of Jawahar Education Society in Neyveli, supporting an institution serving more than ten thousand students and five hundred staff members.

Over the course of his career, Shekhar has built deep expertise across regulatory affairs, quality, and compliance, supporting the full product lifecycle from preclinical research to global market authorization.
