Mr. Xavier Estico, was appointed as the Chief Executive Officer of the National Institute of Science Technology and Innovation (NISTI) in 2014 after working from a white paper enact this very important institution. NISTI has the mandate for the development and growth of Science, Technology and Innovation (STI) across all sectors and programs at national level. His previous positions have been in different management positions at Air Seychelles with the last position as International Administrative Flight Operations Manager until 2010 when he left to rejoin his family in the US.

His academic background extends from Pedagogy, Agronomical Sciences, Business Administration and Aeronautical Sciences. He is a Masters degree holder in all three disciplines, except for Pedagogy, in which he holds a Certificate in Education. The institutions that he attended were; the Seychelles Teacher Training College, Institute of Higher Agricultural Sciences, Havana, Cuba, University of Southampton, UK, and Embry-Riddle Aeronautical University-Worldwide, USA.

His greatest achievement in the field of scientific research was the feasibility study of the use of local substrates in commercial hydroponics. The results from his research supported the development of a large-scale commercial hydroponics venture with the total usage of local substrates. Secondly, he was successful in introducing tissue-cultured banana plants into large-scale commercial venture as a pilot project.

After completing his Masters degree program in Aeronautical Sciences at Embry-Riddle Aeronautical University-Worldwide, USA he returned to Seychelles. His Capstone Project (Dissertation), entitled: “The Impact of NextGen Capabilities and Technologies on Tampa International Airport”, Florida, USA was among the first baseline assessments of the Next Generation Technologies and Capabilities in US airspace management.  He completed the program with distinction (4.0 GPA) and his work has been recommended for further studies.

Once setting foot in Seychelles in 2013, he was asked by the authority to set up a national institute for science, technology and innovation. This is where from a white paper stage, he has provided leadership to setting up and development of NISTI. Under his leadership, the first Science, Technology and Innovation Policy and Strategy 2016 – 2025 was developed. This umbrella policy with clear milestones for Seychelles to transit from an efficiency-driven economy to an innovation-driven and knowledge-based economy from 2016 to 2025.

The priority areas of this national policy and strategy were related to the implementation of a National Integrated STI Governance System. Mr. Estico has been advocating this concept of STI governance not only at local level but as well as at regional and international level. He is of strong belief that STI should have an integrated governance system. In the case of Seychelles, the components of this system reflect the gaps identified during the extensive stakeholders’ consultations in the process of the STI policy and strategy development. He is striving to set up:

  • A National Knowledge Management Engagement Platform as a central digital repository for scientific data with access to all, with the help of Application Program Interface (API) technology;
  • A Business Technology and Innovation incubator system to support start-ups;
  • A National Research Foundation to support R&D;
  • A STEM education system; and
  • A network of collaboration in STI at local, regional and international level.

 

Mr. Estico is being appreciated not only as a visionary leader but as a team builder in his working environment and inspiration to the young generation. Above all he has earned respect in the field of STI beyond the national boundary, making NISTI a knowledge contributor in the region and the continent of Africa as w whole.
