Achiever's Success Story

A Social Thinker, Youth catalyst and Prominent Pairokar of Panchayat system.

Dr. Chandrashekhar Pran was born in a small village located in Pratapgarh district of Uttar Pradesh and belongs to a farmer family. He started taking interest in social work from adolescence and started new initiatives in the field of education, health and cleanliness with his peers.

He received the Master Degree holding the first position in University of Allahabad. After that he completed research work on the topic ‘Role of Panchayats in Development, Change of Attitude and Behaviour of Youths’ and has been associated for around 40 years with the society and the government on the issue of youth, panchayat and development. It has been a long journey began in the youth age from Zilla Yuva Parishad (1978) to National Youth Council (1987) that was started from his native village and reaches to the national level.

In the year 1988, at Nehru Yuva Kendra Sangathan, run by the Government of India, from the Regional Director to the National Level Director, for 25 years as the Chief Nodal Officer he has been known as planner and implementer of various noteworthy programmes organized at the national and state level for all-round development of the youth and taking new initiatives. Along with this, formation and development of lakhs of youth clubs, leadership development of the crores of rural youth, in which his role has been quite pivotal.

By taking voluntary retirement from government service in the year 2013, Dr. Chandrashekhar Pran is currently coordinating a mass campaign for the institutional development of Panchayats through the ‘Teesari Sarkar Abhiyan’ run with people’s cooperation. This campaign started from Uttar Pradesh in August 2014 and has currently spread to 15 states of India. Dr. Pran firmly believes that “once there is active participation of the people in the functioning of the Panchayats, the way for swaraj and happiness will be paved in the villages and gradually they will become self-reliant”.

Since the beginning of the new Panchayati Raj after the 73rd Constitutional Amendment in the year 1992, Dr. Pran has planned and implemented many programs in various states of the country, both official and voluntary, with his own direct participation. ‘Panch Parameshwar Mela’ organized in 25 districts of Uttar Pradesh, ‘Panch Parameshwar Action Plan’ prepared in 15 thousand Gram Panchayats, ‘Panch Parameshwar Cycle Yatra’ of about 5000 kms carried out for 72 days in five states and ‘Panchayat Yuva Shakti Abhiyan’ organized across 12 states for the active participation of the youths, are some of his remarkable works.

For the comprehensive, deep knowledge and understanding on the Panchayat system of the country, Dr. Pran is making efforts through the ‘Teesari Sarkar Abhiyan’ for the self- governance and happiness of the villages, incorporating both the cultural and constitutional aspects of the Panchayat. The campaign includes thousands of voluntary organizations and activists from the respective states who are continuously active in the work of awareness, training and advocacy.

Dr. Pran has also written 20 books so far on topics related to Panchayati Raj System and Rural Development which show his deep insight towards the society and importance of Panchayats in village life.
